Accessibility statement

The Kerala Institute of Local Administration (KILA) is committed to making this platform usable by everyone, including people who use screen readers, magnification or keyboard-only navigation. We target WCAG 2.1 level AA and the Guidelines for Indian Government Websites (GIGW).

Measures we take

  • Semantic headings and landmarks, with a skip-to-content link on every page.
  • Full keyboard operability, including menus, dialogs, tables and the language switcher.
  • Visible focus indicators and form labels associated with every input.
  • Text and interface colours meeting a contrast ratio of at least 4.5:1 against their background.
  • Performance bands conveyed by label and rank as well as colour, so meaning never depends on colour alone.
  • Content available in English, Hindi and Gujarati with self-hosted fonts covering all three scripts.
  • Responsive layouts that reflow to 320 px width and support browser zoom to 200% without loss of content.

Known limitations

  • The interactive map is a visual aid; the same figures are available as accessible tables on the Rankings page and as CSV downloads on the Open data page.
  • Some evidence documents uploaded by reporting entities are scanned PDFs and may not be fully machine readable. Contact the helpdesk for an accessible copy.

This website is built to work with screen reading software. It has been used with the following; any of them will read these pages.

  • NVDA — Free. Windows. Tested with Firefox and Chrome.
  • JAWS — Commercial. Windows.
  • VoiceOver — Built into macOS and iOS. Tested with Safari.
  • TalkBack — Built into Android.
  • Orca — Free. Linux.

Downloads from this website come in the formats below. If any of them is difficult for you to open, write to the helpdesk and we will send the information in another form.

  • PDF — Reports and evidence documents. Readable with any PDF reader, including the free Adobe Acrobat Reader.
  • Excel (.xlsx) — Data extracts and the bulk entry template. Readable with Microsoft Excel, LibreOffice Calc or Google Sheets.
  • CSV — Map and table extracts. Readable with any spreadsheet program or a plain text editor.
  • GeoJSON — Administrative boundaries, served by the platform itself. Readable with QGIS and other open GIS software.

Reporting a barrier

If you encounter a page or document you cannot use, write to helpdesk@kila.ac.in with the page address and a short description. We aim to respond within seven working days and to provide the information in an alternative format on request.
